Leo was born November 28, 1944 at North Battleford to John and Joan Leduc. Upon completing grade twelve he entered the College of Engineering where he completed a 2 year course. He was in the R.C.A.F. from 1963 - 1965, graduated Reserve Officers School, Centralia, Ontario, January 26, 1964.
Articles of Agreement were signed with Aubrey Reimer, March 1, 1970. Leo was granted Commission Number 216, May 3, 1974. He served on the SLSA Council for the 1980-81 and 1981-82 council years, the Convention Committee in 1980-81.
Leo passed away August 30, 2003, after a brief illness. He was predeceased by his parents and sister Norma. Leo leaves to mourn his wife Gaylene, and children Shawn, Todd and Sheri Blackman, as well as grandchildren, Blain and Autumn Blackman. Also brother Philip of Humboldt and sister Sheila Lock of Saskatoon.
