A past president of the Saskatchewan Land Surveyors Association in 1942 and long time land surveyor with the Saskatchewan Department of Highways and later with the Prairie Farm Rehabilitation Office, of the Department of Agriculture in Regina.

Born in London, England he received his early schooling prior to serving in World War 1. He was with the Infantry and Machine Gunners.

Coming to Saskatchewan after the war he was employed with the Department of Highways where he received his commission, number 070, in 1920. He then became District Engineer in North Battleford and in 1932 he completed surveys for the Saskatchewan Department of Natural Resources before he moved over to the Federal Department of Agriculture as a land surveyor where he carried out many irrigation projects in Saskatchewan and Alberta. He eventually became Director of P.F.R.A. in Regina and then to Lethbridge, Alberta. He retired to Nelson, British Columbia in 1958 and then to Ottawa, Ontario where he spent the remainder of his life.

He received his Commissions as a Dominion, Saskatchewan and Alberta Land Surveyor in 1919, 1920 and 1945 respectively. He was made a Life Member of the Saskatchewan Land Surveyors Association in 1958 for his long and valued service as a land surveyor. Mr. Biddell was also a member of the Canadian Institute of Surveying and an Associate member of the Engineering Institute of Canada. Mr. Murray Skelton (#122) articled under Mr. Biddell.

He was married and had a son and two daughters.
