The subject of this sketch was a graduate of the School of Practical Science, studied surveying with the late Willis Chipman, and became an Ontario Land Surveyor on the 10th November, 1891, a Dominion Land Surveyor on 18th February, 1896 and a Saskatchewan Land Surveyor on 9th May, 1910.

He was born in Demorestville, Ontario, in l864, and was the son of Elliott Wiggins, who was born in 1836 in Ireland, and died in Napanee in 1904, and Louise Dunning, who were married December the 9th, 1860.

Thomas Henry Higgins married Katie Sellars McKinnon, daughter of Donald P. McKinnon on the 24th Jauuary, 1900. The first years of his professional career were spent in Ontario. He had an office in Cornwall on Railway and Bridge work. He was occupied two years in Lake Superior and Rainy River region on geological work and surveys of mining claims. He was engaged with Mr. William Chairman on sewage and waterworks, and a member of the firm of the late B.T. Saunders and Wiggins, Brockville, devoting his time chiefly to municipal surveys and drainage works.

From 1904 to 1920 he was in Saskatoon, Sask., at first engaged in surveying and latterly most extensively in real estate. After that date, he divided his time between Saskatoon and Napanee.

He had one sister, Eugenia Bogart, Robinson Street, Napanee, widow of Franklin Churchill Bogart.

He leaves one son, Donald Elliott and one daughter, Louise Wiggins. He was a member of St. Mary Madalene Church, and a Conservative In politics.

On August the 9th, 1930, he died in Ottawa, and the remains were transferred to Napanee, and the funeral took place from the residence of his sister, Mrs. F. C. Bogart.
